MSI's for Foxit Reader 3.x can be downloaded directly from Foxit Software's website. For version 4.0 you have to register first.

The 'Enterprise Deployment' section gives you the option to apply for 'enterprise deployment' and receive the download link for the MSI package. This MSI package supports the following properties:

DESKTOP_SHORTCUT = 1 (whether an advertised shortcut will be put on the desktop)
MAKEDEFAULT = 1 (whether the Foxit Reader will be made the default reader)
NOTEPAD = notepad.exe (the default editor for text files)
SAFEMODE = 1 (Sets the trust manager preference setting. The default is “1”, meaning that the Trust Manager is enabled)
START_MENU_SHORTCUT (whether a shortcut in the startmenu will be created)
VIEWINBROWSER = 1 (whether the Mozilla Firefox/Opera plugin is installed)
